Consisting of 11 population centres, the community has its administrative centre in the village of Kamiani Potoky, which is 126 km from Poltava. 

History

According to legend, the village was named Kamiani Potoky (English – Stone Streams) because of the protruding river rapids, through which the water streams ran with noise.

Kamiani Potoky lies on the right bank of the Dnipro River. It is thought that the Kamianske Reservoir originates near this village. 

The settlements of the Neolithic, Early, Middle, and Late Bronze Age, Cherniakhiv culture, and the Advanced Middle Ages were discovered near the territory of contemporary villages. 

The Biletskivski Plavni Landscape Reserve and the Balka Shyroka Nature Reserve are located on the territory of the village of Stara Biletskivka. There are plans to turn them into tourist attractions in the future. The reserve’s landscape is unique. There are plains and cliffs, ravines and gullies with a unique variety of flora and fauna.

The natural originality of the Biletskivski Plavni has been preserved despite of the construction of six reservoirs in different parts of the river. There are no similar places on the Dnipro River. 

The Kremenchuk Plavni Regional Landscape Park is famous for its rich flora and fauna. Many of its species are rare and listed in international and Ukrainian protection registers. 

An ancient Holy Intercession Church located on the Community territory was built in 1692. It was originally wooden and soon burned down during a thunderstorm. Probably, since then the church was rebuilt several times, and was finally dismantled in the early 20th century. The construction of the stone church began in 1910 and lasted 3 years.

 Economy and Welfare

The Community specializes in agricultural production.

More than 90 companies are registered in the Kamiani Potoky Community. The enterprises registered and operating here specialize primarily in the production and processing of agricultural products.

The Kremenchuk State Forestry and the Ukrainian Railways are the largest employers. 

Approximately 70% of the Community’s territory (16.5 thousand hectares) is community-owned, so it can be administered by the community. Most of this area constitutes agricultural lands.

Corn, soybeans, and potatoes are the main crops grown in the community’s fields.

Along with legal entities, individual entrepreneurs also have an impact on the local economy. The Community has over 300 registered individual entrepreneurs. They mainly engage in trade (retail and wholesale), vehicle service and repair, and IT sector.

Community and War

The Kamiani Potoky Community took in over 1,000 internally displaced persons. The humanitarian centre collects information about the needs and distributes humanitarian aid. Humanitarian aid is received from charitable organizations, volunteers, etc.

One of the downed Russian missiles damaged 90 houses in the village of Checheleve. Three of them were completely destroyed. Local officials visited these houses on the next day after the tragedy. After the inspection, they decided to allocate UAH 1 million from the local budget to help victims.

Today, the community has municipal “Points of Invincibility” – places equipped with electricity, internet and heat. The residents can find temporary shelter here in case of the total blackout. 

Community People

Anna Samoiliuk is the Head of the Kamiani Potoky Territorial Community. She was born in 1971 in the village of Novoselivka, located in the Community.

The residents held the first elections and established the Kamiani Potoky Territorial Community on October 25, 2020. The community’s residents have one thing in common: each of them wants to see their villages, streets, and yards comfortable, clean, and tidy.

The deputy corps and the executive committee of the Village Council have performed many activities to develop the territory in this short period. 

The Kamiani Potoky Community can be considered a sports one. It opened schools when the majority of communities closed theirs. The Complex Children and Youth Sports School was established after amalgamation.

The future plans and priorities of the Community’s head include the creation of a nature reserve fund, an area planning of the community, the building of renewable energy facilities, as well as the provision of educational, medical, administrative, and social services to the population.

The Community supports its residents’ education, so the school canteen and the “Loza” stadium were modernized. The Community is an active participant of the technical support project, which allowed providing school teachers with laptops.

Medicine is also being developed. The day hospital has already been established and the number of narrowly specialized specialists has been increased. With the support of the Executive Committee and medical professionals, school teachers and nursery staff are engaged in educational activities under the slogan “A Healthy Child Makes a Happy Family.” They participated in the Ukrainian-Swiss project called “Acting for Health”.

Development Strategy

The Community has started creating conditions to make administrative, social and other services closer to the people. 

Design specifications and estimates for the premises’ overhaul were developed for this purpose. It is planned to locate the Administrative Services Centre (head office) and the Territorial Subdivision of the ASC there. Special attention is paid to the matters of barrier-free and inclusive environment. These facilities are community centres, and it is planned to create an Entrepreneurship Information Point, an Educational Hub, and a Third Age Institute on their basis. 

Members of the Village Council’s Executive Committee are constantly involved in various training and technical assistance projects and subventions. 

Recently the Community has participated in the “Programme for Renewal of Ukraine” organized by the Ministry for Communities and Territories Development of Ukraine. It is designed to create comfortable conditions not only for the permanent residents, but also for internally displaced persons, community visitors, and tourists.

Today, the Community authorities pay special attention to digitalization, e-governance, and open data. This is a “fresh” impulse in the Community development. It should provide certain benefits for functioning in present-day realities subject to proper study and implementation.

The Community initiated the creation of a “Safety Centre”. It will initially include a fire department. It is further planned to add other services: an ambulance, an emergency rescue team and local police. 

The Community recognizes the potential of using renewable energy sources. There are currently some small achievements in this area. 

The participation in the Life programme gave great incentives. This programme is an EU financial instrument aimed entirely at environmental and climate protection. The programme is designed for 2021-2027.

Also, the following decisions were made at the Village Council sessions:

  1. A programme for the building and renovation of street lighting in the population centres of the Kamiani Potoky United Territorial Community
  2. A local target programme for the development of school and pre-school education on the territory of the Kamiani Potoky United Territorial Community
  3. A program for the rural medical care development in the territory of the Kamiani Potoky Village Council
  4. A program for ensuring fire safety and rescue operations in the Kamiani Potoky United Territorial Community
  5. A program for the physical culture and sports development of the Kamiani Potoky Village Council
  6. A temporary commission for development of the drinking water supply programme was created and its work plan was approved.
  7. Special attention is paid to the development of culture and sports: the construction of a school gym in Kamiani Potoky has begun. It will be an indoor sports ground for various sports. The number of sports sections in the community (at both clubs and schools) has increased.
