Kamianyi Mist Territorial Community

Kamianyi Mist Community is located in the north of Mykolaiv Oblast, Pervomaisk Raion. The total area of the community is 328.976 km2. The Kamianyi Mist Community includes 6 former village councils, which is 15 settlements.

History
In 1794, Colonel Mykhailo Shtrykov took possession of Pustyshche Bezimenne. To settle in the new place, he decided to transport serfs from Chernihiv province. 42 families (more than 200 people) of serfs were loaded onto ox carts. It took more than 2 months for the settlers to get to the new place, and upon arrival they began to settle down. In the same year, the construction of a manor house and a wooden church began. With the construction of the Yekaterynivka railway station (now known as Kamianyi Mist), the settlement near it was founded.
The architectural monument of national significance in the Kamianyi Mist Community is the St Catherine’s Church. It is located in the historic centre of Katerynka village. The facades are distinguished by the high skill of the compositional solution. The building dates back to the end of the XVIII – beginning of the XIX century.

Economy and Welfare
The economy of our community is diversified, with a focus on agriculture. Farmers and agricultural enterprises grow high-quality grain. This ensures the food security of the community and promotes the development of the processing industry. Trade plays a key role in maintaining economic circulation. Forestry and transport provide efficient logistics, facilitating the movement of goods and passengers both within and outside the community.
The community has land plots that are potentially attractive for investment. Two international highways provide quick access to large markets and suppliers. Also, thanks to the railway station located in Kamianyi Mist, it is possible to efficiently organise the transport of bulky goods or long-distance passenger transport
From the point of view of economic development, the community may also be of interest to tourists, as it has a green massif of coniferous trees with clean air covering an area of 2,000 hectares, picturesque landscapes and small lakes, which create ideal conditions for outdoor recreation.
Thanks to this diversity of industries, the community has a strong economic foundation, providing employment, sustainable development and a high standard of living for its residents.

The community has an active NGO, Oberih Katerynky, which successfully implements important social, cultural and infrastructure projects. Thanks to its initiative and professional approach, the organisation wins grants from international and national partners, attracting additional resources for community development.
The Kamianyi Mist Community has an efficient education sector, for which a significant part of the community budget is allocated. There are 7 gymnasiums and 1 lyceum of general secondary education, 7 kindergartens and 2 pre-school units in the community.
The community’s educational institutions provide quality basic education, actively introduce modern teaching technologies, and organise cultural and educational events that stimulate the development of the creative and intellectual potential of the community.
The community also has 9 village libraries, 10 clubs, and 1 house of culture.
The community is particularly proud of the exemplary “Madagascar” dance group, which is original, bright, self-sufficient and has its own special style. The team, which consists of children aged 3 to 15, is known not only in their native district and region, but also in Ukraine and abroad.
Folk stylisation of dances from around the world, contemporary choreography, contempo, show productions, flash mobs, and theatrical choreographic miniatures always attract great interest from both the jury and the audience.


The community also has a folklore group “Stepkivchanka”, established in 1973. This group brings together people of all ages who sincerely love music and preserve the traditions of singing. Their talent and enthusiasm add to the cultural flavour of our community.

The community has all the conditions for sports and active recreation. Modern sports grounds and football fields are a favourite place for training, competitions and leisure for both children and adults. Local tournaments and sporting events are held regularly to strengthen the community and promote an active lifestyle.

The Community and the War
Since the first days of the war, residents of the Kamianyi Mist Community have been defending their homeland from Russian aggression. About 400 men are currently defending Ukraine in the Armed Forces of Ukraine. To date, 31 soldiers from the community have been killed, 10 are missing, and 6 are in captivity.
Those residents of the community who are unable to fight at the front today join various volunteer organisations and help our military by working in the rear.

The community regularly holds charity fairs, concerts and other events to raise funds for the needs of the military. Every hryvnia raised at such events is used to purchase the necessary equipment, medicines, clothing and other items that save lives and bring peace.

The community pays great attention to helping internally displaced persons. Since the beginning of the war, 604 internally displaced persons have found shelter in the Kamianyi Mist Community.
Community People
Kamianyi Mist Village Head Oleksandr Liakhov, who was first elected to the position of village head in 2006 and has been the head of the community since 2016, enjoys great trust among the community residents over the years, as he has been elected to the position 5 times.

In 2019, the village council launched the Participatory Budgeting practice, which allows public institutions and community activists to actively participate in decision-making and contribute to the development of the community.
Development Strategy
Strategic planning is the basis of the Kamianyi Mist Community’s effective performance. In April 2017, a Protocol of Cooperation was signed with the DOBRE Programme “Decentralisation Offering Better Results and Efficiency”, funded by the United States Agency for International Development and implemented by the American-Ukrainian-Polish Consortium under the management of Global Communities for a period of 6 years. Within the framework of the DOBRE Programme, the Kamianyi Mist Community Development Strategy for 2018-2026 was developed and approved with the participation of the Polish Foundation for the Development of Local Democracy. The programme also helped implement 7 projects totalling UAH 4,656,000.
The main tasks of local authorities include:
-Repair and maintenance of municipal roads in proper condition
– Lighting of all community settlements
– Centralised water supply to all settlements of the community
– Major renovation of village clubs
– Completion of the construction of a new family practice outpatient clinic
– Purchase and installation of playgrounds.
