The Kiliia urban territorial community is located in the south-western part of Ukraine, in the extreme south-east of Odesa region.

The total area of the community is 730.9 square kilometers. It includes 11 population centers.

As of January 1, 2023, the population of the community was 32,789 people.

History

The town of Kiliia, Odesa region, was founded in the 7th century BC. However, a more precise date and the founders of the town are not specified.

According to legend, the town was founded in the 4th century BC. The first written mentions of the town date back to the 14th century.

The Kiliia community is an extremely attractive tourist area. The community has a good combination of favorable natural and recreational resources, cultural and historical potential and a sufficiently developed social and cultural infrastructure for the organization of tours and entertainment activities

The main objects of the tourist infrastructure are monuments of archaeology, history and architecture.

The Church of the Holy Hierarch Nicholas the Wonderworker was built by Stephen III the Great in 1479 in the place of the ruined church of St. John. The temple was built in memory of the courage of the defenders of Kiliia during the war with the Ottoman Empire. The entire complex was part of the town’s defense system. On Turkish sea maps, with the appearance of the Church of St. Nicholas, the town began to be called Yeni Kilise, and with the erection of the new church – New Kiliia.

The town park of Kiliia is located on both sides of the former fortress moat of the Kiliia fortress citadel of the late 14th – early 15th centuries. The town park was laid at the beginning of the second half of the 19th century, almost simultaneously with the construction of the hospital donated to the town by Countess Tolstaia for the speedy recovery of the sick. At the early 20th century, it became a favorite vacation spot for townspeople.

Economy and Welfare

The Kiliia urban community is the largest rice growing center in Ukraine. Rice fields stretched for approximately 4,269 hectares along the Danube. The industry of the community is represented by enterprises for the production of electricity, food and processing industry, shipbuilding and ship repair. They community also has a shipbuilding and repair plant, a meat and dairy plant and a river port, which is an important transshipment point on the Black Sea – Danube route.

The agricultural sector of the community specializes in the cultivation of grain and technical crops, which are processed by agricultural enterprises, farms and land users.

1,753 entities in the fields of agriculture, industry and trade are registered in the Kiliia urban territorial community.

There are two health care facilities on the territory of Kiliia urban territorial community of Izmail district, Odesa region.

Also, there are a total of 9 preschool education institutions, 12 general secondary education institutions, an inclusive resource center and a comprehensive children’s and youth sports school here.

Community and War

From the first days of the war and the full-scale invasion, residents of the Kiliia community started defending their Motherland from Russian aggression. Today, many men and women of the community defend Ukraine in the ranks of the Armed Forces of Ukraine. As of now, 39 soldiers have died.

Those residents of the community who cannot fight at the front today join various volunteer organizations and help the Ukrainian military by working in the home front.

Thus, the “Let’s Protect Together” volunteer center operates on the territory of the community.

Mayor of Kiliia Vyacheslav Cherniavskyi was elected to the post in 2020.

As part of the implementation of the Swiss-Ukrainian DECIDE Project, three projects were implemented on the territory of the Kiliia urban territorial community:

  • The school yard is the playground of dreams and the territory of joy
  • The children’s lounge area is a meeting place and a place for rest and leisure for the participants of the educational process
  • The school yard is a mirror of my community

Development Strategy

The Strategy for the Development of the Kiliia Urban Territorial Community of the Izmail District, Odesa Region for 2023-2027 has been approved.

Four strategic goals have been defined:

Strategic goal 1. High quality of service provision

Strategic goal 2. Promotion of the development of industry, agriculture, small and medium-sized businesses

Strategic goal 3. Development of communal infrastructure, high-quality utilities services and a clean environment

Strategic goal 4. Strengthening and development of the community’s functional and administrative potential
