The Ladyzhynka Rural Territorial Community is situated in the territory of the Uman District in the Cherkasy Region.

The total area of the Community amounts to 32,295.5 hectares.

Pensioners: 2,080 residents
Internally displaced persons: 259 people

The Community consists of eleven villages with its administrative centre being located in the village of Ladyzhynka.

History

The first written mention of the village dates back to 1726. The population of the village suffered from serfdom, religious and national oppression. After the abolition of serfdom in 1861, Ladyzhynka became the centre of the newly formed volost (an administrative subdivision), the composition of the population and the nature of its occupations changed. They built a distillery, a steam mill, and opened a parish school. The first craftsmen began to work there (tailors, shoemakers, and blacksmiths).

The Ladyzhynka Community runs the Ladyzhynka Local History Museum where one can learn about the history of the village of Ladyzhynka. The head of the museum came up with a very interesting painting on pottery, and she still works with it and continues to develop it.

The Ladyzhynka painting style is a technique that was created for painting pottery and giving it a sophisticated, elegant, refined look. It uses only two colours – white and black.

This painting is based on the ancient beliefs of the ancestors – the tree of life. A characteristic feature of the Ladyzhynka painting style is the use of plant patterns. The elements of the painting itself are shallow, most often black and white strokes are superimposed one on top of the other, creating the illusion of the volume of a picture.

The Uman District is rich in clay deposits. Our ancestors used it to make high-quality dishes, decorate them with paints extracted from natural materials such as white clay and materials that could yield a black colour.

Economy and Welfare

The territory of the Community is rich in fertile black soils (chornozem), 80% of which are used for agriculture. Considering this, the basic sector of the economy in the Community is agriculture. Wheat, barley, corn, and sunflower are grown in the Community.

The agricultural sector is a strategically important branch of the Community’s economy. Its contribution to the budget of the rural territorial community is the most important one.

More than twenty commercial businesses and more than thirty public service entities operate in the territory of the rural territorial community.

The Community runs four kindergartens, three lyceums, two grammar schools, and an art school.

The Community has a Youth Council composed of young specialists from the Community’s subdivisions who undergo training and internships in writing grants and project applications.

Community and War

As the full-scale invasion began, volunteer centres began to work in every locality. Stews and sweets were prepared at school canteens. They collected food, clothes, hygiene products, cigarettes and other things.

A charity movement was organized in the territory of the Community. At the request of military personnel and members of their families, those involved in this movement purchase and organize the delivery of medicines, trench candles, gas canisters, lighters, protective equipment, thermal imagers, metal parts and spare parts for cars using the funds raised.

The Community uses its budget funds to purchase drones, computer equipment, night vision devices, spare parts for motor vehicles, which are then delivered to military units defending the country. An excavator was handed over by the Community to the military unit for the construction of fortifications on the front line, and passenger cars and buses were delivered for combat missions.

Charity fairs are held in the Community to raise funds for the Armed Forces of Ukraine. All funds raised are used to purchase the essentials for the military.

Serhii Tsokolenko is the Head of the Ladyzhynka Village Council.

In 2023, the construction of a water pipeline in the village of Ryzhavka began. After all, providing residents with high-quality drinking water is one of the priorities for the Community.

Over 10 kilometres of roads were repaired in the Community last year.

Twice a year, monthly beautification events are held. Such measures help to raise the environmental awareness of the local residents. In addition to the cleaning of the territory, the clearing of water bodies, plants are grown across the Community, which is currently a very important step for cleaning the atmospheric air.

In memory of the fallen Heroes of the Ladyzhynka Community, a park-memorial zone has been arranged in the central park of the village of Ladyzhynka, with the arrangement of the Memory and Glory Alley.

In order to improve the quality and availability of administrative services, the administrative services centre, which is located in the administrative building of the Ladyzhynka Village Council, has been overhauled.

Development Strategy

The development strategy of the Ladyzhynka Rural Territorial Community until 2027 is in effect in the Community. Three main and priority areas of development for 2023-2027 have been determined:

  1. Development of economic capacity and entrepreneurial activity of the Community. 

On the initiative of the village head of the Ladyzhynka Village Council, i.e. Serhii TSOKOLENKO, it is planned to create in 2024. This will help analyse the situation of entrepreneurial activity in the period of martial law and will contribute to the establishment of effective interaction between the Community and businesses.

All current grants, projects, and programs of support for entrepreneurship are posted on the Community’s official website in the “DIGEST FOR BUSINESS” section. Consultations on this issue can be obtained from the specialized department of the Executive Committee of the Village Council.

It is important for the Community to attract investments to create new opportunities and economic development, so there is regular cooperation with businesses to fight the shadow economy.

  1. Building infrastructure and improving community amenities. 

 Many communal and critical infrastructure facilities in the localities need to improve their material and technical condition for effective operation. But the Community is trying to improve and improve its facilities of critical infrastructure, social sphere, and road management. Annually, almost 50% of expenses from the Community budget are allocated to achieve these goals. In 2024, the largest planned projects include the construction of water supply networks in the village of Kolodyste and the continuation of the construction of networks in the village of Ryzhavka.     

  1. Effective Community governance 

The Community successfully conducts electronic auctions for the lease and privatization of its land, communal real estate, as well as tender purchases. All this makes it possible to manage the Community effectively.

The Community is one of the founders of the local association of local self-government bodies “Cluster “Ways of the Trypillia Mother”, which was formed for the development of tourism in the region.
