Mliiv Territorial Community
The Mliiv rural territorial community is located in the Cherkasy district, Cherkasy region.
The total area of the territory is 194.8 km2.
The population of the community is 5,486 people.
Women: 2,896.
Men: 2,590.
IDPs: 813.
It includes 3 population centers. The administrative center of the community is located in the village of Mliiv.
History
The first written mention of Mliiv dates back to 1499, although the history of the settlement dates back to the times of Kievan Rus. This is an ancient settlement, as evidenced by archaeological findings of the Late Paleolithic and Early Bronze Age. In the 10th century, the Polovtsian Khan Itomglii stationed his nomadic army along the Vilshanka River on the southern border of Kievan Rus.
After the expulsion of the Tatars in the 15th century, Mliiv belonged to the Lithuanian Radzivil family, and then, at the beginning of the 17th century, it was owned by the Polish hetman Konetspolsky. In 1648 Mliiv was captured by the troops of Bohdan Khmelnytskyi and it became a rank town of the hetman, however, according to the Andrusiv Treaty, Mliiv again returned to Poland.
The 40-70s of the 19th century was the time of booming industrial and commercial activity of sugar growers – the Yakhnenko-Symyrenko family.
In 1846, Platon Symyrenko built his own machine-building plant in Mliiv, on which the first metal steamer Ukrainets was built in 1851. It transported sugar to Europe for the first time in Ukraine. Subsequently, the second metal steamer Yaroslav the Wise was built.
Levko Symyrenko founded a pomology nursery at Mliiv – the first high-level horticulture laboratory in Ukraine. According to documents, Symyrenko had almost 3,000 varieties of fruit, berry, nut-bearing, and flower-decorative plants in his collection in 1912.
Economy and Welfare
Agriculture is the main branch of production in the Mliiv rural territorial community. In the structure of agriculture, the leading place is occupied by crop production. Preference is given to the cultivation of grain crops, legumes and oilseeds.
In animal husbandry, the production is ensured by freshwater fish farming, poultry and egg production, and pig breeding.
The Mliiv rural territorial community strives to create a comfortable and prosperous place for its residents. It implements various welfare projects. Much attention is paid to education, social services, and sports.
A municipal sports club, Renet, of the Mliiv Village Council was established on the territory of the community, and a branch of the sports club was also established in the town of Horodyshche. Currently, the sports club enrolls 120 pupils who play football and volleyball. Both children and adults are engaged in the club.
Members of the club constantly participate in football competitions: all-Ukrainian and local tournaments, regional championships. They successfully represented the community in a series of football tournaments in Belgium, where they took an honorable 5th place, having lost only one game in the round of 16.
Community and War
The Mliiv community has shown incredible solidarity, resilience and unity since the start of the full-scale invasion. The residents actively help each other and all those in need, demonstrating true heroism and devotion.
Already from the first days, the community began to receive and help internally displaced persons. People used all means to collect humanitarian aid for the military and citizens who stayed in the occupied territories. Every citizen made their contribution.
Residents made canned stewed meat, Mliiv education institutions of the village council engaged in baking, cultural institutions organized charity concerts to raise funds for the needs of our military. Not only did these concerts distract people from the surrounding events, but also strengthened their spirituality and unity.
One of the examples of volunteerism is the selfless work of the local clergyman Mykhailo Neher who constantly delivers humanitarian aid and cars and provides all the necessary assistance to soldiers in hot spots.
People of the Community
Vasyl Mykytenko has been the head of the community since 2017. The village head always strives to achieve positive changes in the community and improve the quality of life of his fellow residents. He actively promotes infrastructure development, social programs and cultural activities aimed at preserving and popularizing cultural heritage.
During the period of existence of the Mliiv rural territorial community under the leadership of the head, significant progress was made in the implementation of various development projects to improve the quality of life.
Including:
Reconstruction of a part of the administrative premises for the creation of the Administrative Services Center, purchase of furniture, office equipment and opening of the National Center for Public Health. Vasyl Mykytenko initiated the implementation of the project in order to create a convenient and modern center where people can receive various administrative services without unnecessary obstacles.
The community police officer’s station was opened in order to ensure safety and order in the community.
A major overhaul of the Mliiv dispensary of the general practice of family medicine was carried out, with the aim of providing high-quality and affordable medical care for residents.
Also, equipment for utility companies of the community was purchased, as the head of the community understands the importance of efficient work of utility services to ensure the comfort and improvement of the community.
The Mliiv community participates in the Club of Mayors, which is a platform for sharing experiences and best practices. This allows the head to get new ideas and get familiarized with successful projects. These achievements testify to the active work and leadership qualities of the head of the Mliiv rural territorial community.
Development Strategy
The Mliiv village council has an approved Strategic Development Plan for 2019-2026, which defines 3 main areas:
- a community of sustainable economic development and equal opportunities;
- a community of high quality of life and comprehensive personality development;
- a community of safe environment.
The community signed a memorandum of cooperation with Caritas Mariupol and Rodyna Starosillya NGO with the aim of joint implementation of projects in the field of social protection, support and assistance for residents.
The head of the community has established partnerships with the Cherkasy Regional Development Agency, with the aim of attracting investments for the development of the community.
