Mostove Territorial Community

The Mostove Community is located in the Mykolaiv Oblast in the southern part of Ukraine. The total area of the community is 427.75 km2. The Mostove Community consists of 18 settlements.
As of 1 January 2023, the community’s population was 4,536 people.

History
The administrative and cultural centre of the community is the village of Mostove, about which the book was written: The VILLAGE OF MOSTOVE: a Biography in 3 Books (1792-1991) by Volodymyr Kalynovskyi.
The most famous attraction of Mostove village is a large estate built by the representatives of the great noble family Erdeli. During 1880-1881, they built a new eclectic palace around which they laid out a very large park.
History

Also, an outstanding architectural monument in the Mostove Community is the Church of St. Nicholas, which was created by generations of the Erdeli family.

Economy and Welfare
The Mostove Community has a predominantly agricultural specialisation, which is characterised by seasonal employment (3-6 months a year). 87% of the employed population of the community is engaged in agriculture and works in the industry related to the production, storage or processing of agricultural products. Part of the agricultural land is owned by private farms.
The community has land plots that are potentially attractive for investment.
The community is currently looking for investments to revive the Mostove Park National Reserve, a 28-hectare landscape park monument dating back to the 17th century, to attract tourists and promote economic development.
There are 35 shops on the territory of the Mostove Community, of which: industrial goods – 6, food – 15, mixed trade – 9, everyday use – 4, funeral services – 1. There are 4 post offices, 2 pharmacies and 3 cultural centres.
Water supply in the Mostove Community includes 31.3 km of water supply networks and 14 artesian wells. There are water supply systems in 6 settlements in the Mostove Community. They are serviced by the Mostove municipal enterprise “Silkomunhosp”. Wells and water supply networks are owned by the utility company. There is no gas supply in the community. In Mostove village, a 400 kW biogas plant was put into operation on the basis of the SPrAT Ukraine livestock complex. The plant uses cow manure and silage corn as feedstock for energy generation. The generated electricity is supplied to the national grid at a green tariff. Heat is used for drying the solid fraction of organic fertilisers before applying them to the company’s own fields.

Local culture is actively developing in the community, which is an integral part of social life. Folk art enthusiasts organise various initiatives: festivals, fairs and celebrations that introduce residents to folk customs and cuisine. Old traditions are being revived through the work of clubs, masterclasses and performances by creative groups.

There are sports grounds and the main stadium on the territory of the community. The village council strongly supports the development of football in the village, the brightest representatives of which are the Mostove football team “SPrAT Ukraine”, which has significant sports achievements, wins prizes at both the district and regional levels and is the pride of the village community.


The Community and the War
From the very first days of the war, the men of the Mostove Community rushed to defend their homeland from Russian aggression. Many men are now defending Ukraine in the Armed Forces of Ukraine. To date, 23 soldiers from the community have been killed, 12 are missing, and more than 30 are seriously wounded.
In these difficult times, when the war has affected every family, the community residents who did not go to the frontline have become a real support for the Armed Forces of Ukraine. Through their work, initiative and concern, they help bring victory closer every day.

Humanitarian centre has been and is actively working in the community to collect and deliver aid for the military. People are organising the collection of food, warm clothes, medicines, equipment and other necessary items for our defenders. Residents are involved in raising funds for the needs of the army, the purchase of drones, ammunition and transport. Charity events, fairs and concerts are held to raise funds to support the Armed Forces of Ukraine.
The community also provides shelter for internally displaced people, organises their lives and helps them find jobs.
Community People
Nadiia Babanska, the head of Mostove village, was first elected as the head of the community on 11 December 2016. Since then, we have started working on the development of our community. She has been a permanent village head since the establishment of the Mostove Community.

The beginning of the full-scale invasion of the Russian Federation into the territory of the state divided the life of the community into before and after. The problem of internally displaced persons, the problem of migration from the occupied territories arose instantly and the community was faced with a heavy burden of accommodating and arranging the places of residence of these categories of people.
Therefore, a team of like-minded people started working on the creation of a social service centre (shelter). The working group implemented 7 projects: installation of 28 double-glazed windows and entrance doors in the shelter, kitchen arrangement, purchase of furniture, roofing, heating, facade arrangement, drilling a water supply well, and other activities.


Development Strategy
Strategic planning is the basis for the effective operation of the Mostove Community. Since 2018, the Mostove Village Council has been a participant in the DOBRE Programme, funded by the United States Agency for International Development (USAID), which demonstrates the successful and effective work of the village council in the direction of decentralisation of local self-government in Ukraine.
Since then, the village council has implemented a significant number of diverse, successful projects with the DOBRE Programme, and together with foreign DOBRE experts, they have written and approved the Community Development Strategy for the period up to 2026.
The main tasks of local authorities include:
- Improving the quality of road infrastructure;
- Support for tourism;
- Improving the quality of education;
- Development of sports infrastructure;
- Providing the population with quality drinking water;
- Construction of a new outpatient clinic;
- Opening of the Social Services Centre.
