Novoborysivka Territorial Community
The Novoborysivka Rural Territorial Community is an autonomous administrative-territorial unit within the Rozdilna District of the Odesa Region.
The administrative centre of the community is the village of Novoborysivka, which is located at a distance of 48 kilometres from the district centre – the town of Rozdilna, and 120 kilometres from the regional centre – the city of Odesa. The Novoborysivka Community includes 21 settlements.
The total area of the territory is 229.82 km2.
The population of the community is 5,122 residents.
Children under 18 years of age: 1,377 residents.
Pensioners: 708 residents.
There are 13 internally displaced persons.
Coordinates of the community
History
The Novoborysivka Territorial Community was formed in September 2019. The territorial community includes four village councils.
The initial name of the village of Novoborysivka was Mikhelstal station (Vesely Kut), later – Novoborysivka. The village was founded in 1865. According to historical sources, the first inhabitants of the village were railway workers, who gave the initial name to Vesely Kut, and labourers of nobleman Mykhailo Hrosul-Tolstoy. The village was divided into five hamlets. Ukrainians and Germans lived there.
All these lands were later inherited by his son Borys, who renamed these lands in his honour – Borysivka.
On 01 September 1922, an elementary school was opened in the former landlord’s residential building, which was entirely supported by the funds of the agricultural commune. In late 1924, 49 children attended the school. Classes were conducted in Ukrainian and English. Ukrainian emigrants from the USA then taught children the language.
A club was built in the village in 1927 – 1929, which exists to this day.
Economy and Welfare
The greatest natural wealth and potential of the Novoborysivka Community is its land. The leading branch of production is agriculture, represented by crop production – 100%. This means the cultivation of the following crops: cereals and legumes, including wheat, corn, and sunflower.
There are four limited liability companies, private enterprises, and peasant farms operating in the territory of the community and using 11,203 thousand hectares of arable land.
In the territory of the administrative centre of the territorial community, i.e. in the village of Novoborysivka, there is a private enterprise – Veselokutskyi Bread Products, which stores and processes grain and industrial crops.
Small and medium-sized businesses play an important role in the socio-economic development of the community. Retail trade is the main type of economic activities in the territory of the Novoborysivka Community.
The education system in the Novoborysivka Rural Territorial Community is aimed at comprehensive development of children, guarantees high quality of education, supports creativity, develops individuality and prepares citizens for life in the modern world.
The community runs four secondary schools for 1,000 students, one preschool educational institution for 70 children. Transportation of children to schools is organized in the community.
The community is rich in talented people: novice artists, poets, masters of decorative and applied arts, singers, musicians, whose creativity is known outside the community and the region. There are choreographic and musical groups, and groups of musical art.
Community and War
Since the beginning of the war, all the efforts of the community have been aimed at helping the defenders and improving the defence capacity of the state. The Village Council has been helping both in the purchase of fuel and lubricants, building materials, organization of meals, and in the provision of vehicles for the unit of the Armed Forces of Ukraine. Together with the residents of the community, charity events have been held and first-aid kits and necessary ammunition for the soldiers have been purchased.
The Village Council constantly provides humanitarian aid to internally displaced persons, vulnerable population groups living in the territory of the Novoborysivka Community; all the residents receive a full range of administrative and social services.
In addition, a strategic stockpile of food and personal hygiene products has been created.
People of the Community
The Novoborysivka Village Council is run by Inna Tatarly. On 22 December 2019, she was elected as the village head of the Novoborysivka Community.
The community is working on the development of logistics between its settlements. Roads are being repaired, and the team led by the head of the community managed to ensure the provision of high-quality public transportation services to its residents.
Much attention is paid to civil defence of the population. Alert systems for settlements have been purchased and installed, civil defence protective facilities have been installed, Points of Invincibility and community heating points have been arranged.
Development Strategy
The Novoborysivka Territorial Community Development Strategy for 2022 – 2027 was approved In November 2021.
The key objectives in the community include:
- attraction of investments in the economy of the community;
- development of the local enterprise;
- development of education;
- development of medicine;
- development of culture and sports;
- environmental protection and a high level of safety for residents
