PERVOMAISK TERRITORIAL COMMUNITY
The Pervomaisk urban territorial community is located in the Pervomaisk district of the Mykolaiv region.
Total area of the community: 282 sq km.

The community includes: 1 town, 1 settlement, and 5 villages and has its administrative center in the town of Pervomaisk.
History
The center of the Pervomaisk urban territorial community is the town of Pervomaisk, founded in 1676. The town was formed from three settlements that belonged to three different states – Zaporizhzhia Sich, Turkey, and Poland.
In 1902, a water mill appeared in the village of Kinetspil, built on the initiative of the Sobanskyi brothers. The mill quickly turned into a powerful and popular production facility. The Kinetspil mill still functions today, but it is no longer water-powered, but electricity-powered.
Near the village of Kamiana Balka, several mounds with burials from the Bronze Age (2nd millennium BC) and the Scythian period (4th-3rd centuries BC) were excavated. A burial of the Chernyakhiv culture with four vessels (2nd-6th centuries AD) was also found in the village.
In one of the community’s villages, a railway junction was established in 1899.
The community has a landscape reserve called Dovhyi Island.
The National Nature Park ”Buzkyi Gard” is one of Ukraine’s seven wonders with a unique landscape of the Buh rapids and inimitable flora and fauna. It is a real find for athletes and tourists from all over Ukraine who are introducing an active and healthy lifestyle. The Park is located in the territory of Pervomaisk district and spans the area of 6,138.13 hectares.
Economy and Welfare
The community’s industrial sector is represented by the food industry, mechanical engineering, metallurgical production, production of finished metal products, as well as light industry.
In total, there are about 5,500 registered business entities in the community. Among them, the sectors of wholesale and retail trade and agriculture predominate.
The main industrial enterprises of the territorial community include the Pervomaisk Milk Canning Plant, Pervomaiskdieselmash, Foundry State-Owned Enterprise, Fregat Plant, Brig Enterprise and others.
Private Joint Stock Company “Santa – Ukraine” is a manufacturer of women’s clothing. The company is engaged in sewing products for a large number of popular brands, including such as SWING, NEXT, Laura Ashley, S.Oliver, Oui, and Grosso Fashion.
The Brig Enterprise is a manufacturer of energy-saving equipment for drying grain, as well as equipment for its processing and cleaning. The enterprise is one of Ukraine’s main operators on the market of grain drying and grain processing equipment.
The Fregat Plant is one of the country’s largest manufacturers of equipment for agriculture, food and processing industries, shipbuilding and hydraulics products, equipment for basic areas of industry, and consumer goods.
The Pervomaisk Milk Canning Plant is Ukraine’s leading company in the production of condensed milk. It is one of the few Ukrainian enterprises that has not suspended its production for a day since the full-scale invasion. The plant provides support and assistance to the military and Ukrainians affected by the war.
Rich natural resources are the basis for the development of the community’s economy. The main area is agriculture, including the cultivation of grain crops, horticulture, and animal husbandry.
The geological past shows that the foundation of the region is the so-called Ukrainian crystal shield, formed during the most ancient Archean era from volcanic rocks, which come to the surface of the earth in some places in the form of rocks and rapids, forming picturesque corners of nature. Due to the proximity of the source shield, it is possible to extract such minerals as granite, clay, quartzite, and gneisses. All of them are building materials and are used in the construction of structures, roads, and laying of engineering communications.
The network of education institutions consists of 10 preschool institutions and 18 secondary education institutions. The community also has the Children’s and Youth Center for National Revival, the Children’s and Youth Sports School, the Station of Young Naturalists, and the Pervomaisk Center for Scientific and Technical Creativity of Student Youth.
There are 4 higher education institutions in the community. Training of qualified workers, junior specialists, bachelors and specialists is carried out in 35 professions.
Health care services for community residents are provided by 3 communal non-profit enterprises.
Community and War
Russia’s full-scale invasion of Ukraine has had a significant impact on the Pervomaisk urban territorial community, especially on its demographic situation. The negative impact has caused a massive outflow of young people and the working-age population abroad, while a large number of people have arrived from the occupied regions.
In the first months of the full-scale invasion, about 20,000 internally displaced persons found shelter in the community. By October 1, 2024, the number of people had decreased to 5,000. The community received numerous humanitarian cargoes to meet the needs of internally displaced persons.
The Pervomaisk urban territorial community is the Northern Fortress of Mykolaiv region, therefore, supporting the Armed Forces of Ukraine is a priority area of activity of the community. Within the framework of the project “Together for Victory”, which has been operating since the beginning of the russian-Ukrainian war and provides for effective cooperation between the town authorities, the volunteer movement and caring residents of the community aimed at helping the defenders of Ukraine and catering for their needs, the community managed to jointly organize the provision of assistance for the military, including thermal imagers, night vision devices, radio stations, electronic warfare equipment, quadcopters, all-terrain vehicles, a special bus, which has been converted into a bathhouse and laundry complex, as well as other necessary military ammunition.
A navigator was purchased and transferred to one of the air units with the personal funds of the mayor. Through the joint efforts of members of the public organization “Pivdenna Garda”, benefactors, entrepreneurs, partners and community residents, more than fifty vehicles were transferred to military units on the front line.
Community People
Oleh Demchenko has been leading the community since November 2020.
He actively participates in international conferences and meetings and also meets delegations from other countries. This is an important part of his duties, which allows him to establish and strengthen international ties, exchange experience, and present the town on the international stage. Such meetings include negotiations on cooperation in various fields, participation in forums for the exchange of knowledge and experience, as well as the establishment of cultural and economic ties.
To date, the Pervomaisk Urban Territorial Community has signed 10 Agreements on Cooperation and Friendship.
During the trip to the town of Augsburg, an exchange of experience in the field of water supply took place and the peculiarities of water supply network management and German water supply systems were studied. The German town of Augsburg provided assistance to the utility companies of Pervomaisk in the form of trucks and technical equipment.
A Memorandum of Understanding signed with DAI Global LLC regarding the USAID Governance and Local Accountability (HOVERLA) Project
Thanks to this USAID project and DAI Global LLC help, the Pervomaisk urban territorial community received a multifunctional backhoe loader to provide utility services to the population, diesel generators, a wood crusher, a modern mobile lighting tower with a generator on a trailer, a telescopic boom truck, a dump truck, a mini-excavator, and a mini-tractor.
The NEFCO Committee has approved the provision of grant funding of €3,065,000 for the implementation of the project. Expected completion date: September 30, 2025.
As part of the project, Ukrainian children were organized to spend their holidays in the French city of Brest. The event was initiated for children affected by the armed aggression of the russian federation on the territory of Ukraine.
It is also planned to begin implementing the Feasibility Study project entitled “Construction of a Wastewater Treatment Plant in the Town of Pervomaisk”, which will be implemented with the support of the Czech Republic and financed by the European Union. Pervomaisk is one of Ukraine’s six cities included in the EU program to finance this project.
A Memorandum of Understanding was signed between the International Cooperation Agency of the Association of Netherlands Municipalities (VNG) and the All-Ukrainian Association of Local Governments “Association of Cities of Ukraine”.
As part of the international technical assistance “EU4Recovery – Empowering Communities in Ukraine” project and with the active support of the EU, the Pervomaisk Urban Territorial Community received a modern “Mobile Administrative Services Center”. The assistance was financed by the European Union and the United Nations Development Program.
Development Strategy
The community, with financial support from the Government of Denmark, is working on writing a Community Development Strategy until 2027 together with UNDP specialists. The strategy is scheduled to be completed and approved in November 2024.
The draft Strategy provides for 3 strategic goals, 11 operational goals, and 31 tasks.
The community primarily needs grant funds to implement the following projects:
- Major repairs of the rehabilitation department of the Communal Enterprise “Pervomaisk Town Primary Health Care Center”;
- Development and organization of production of cogeneration plants based on piston engines using traditional and alternative fuels;
- Construction of civil defense protective structures on the territory of Erudite Lyceums, Gymnasiums No. 2 and No. 4;
- Construction of housing for internally displaced persons – apartment buildings with social infrastructure;
- Reconstruction of the inpatient palliative care department of the territorial social service center in the town of Pervomaisk;
- Construction of a third stage pumping station with water storage tanks on Kamianomostivska Street in the town of Pervomaisk.
Two strategic documents – a Sustainable Development Action Plan until 2030 and a Municipal Energy Plan – are also being developed.
In April 2023, the Pervomaisk Urban Territorial Community joined the European initiative “Covenant of Mayors for Climate and Energy” and committed to reducing CO2 emissions by at least 35% by 2030 through measures to increase energy efficiency and use renewable energy sources.
The plans include the preparing of a Spatial Development Plan for the Pervomaisk Urban Territorial Community and defining the community boundaries.
