Preobrazhenka Territorial Community
The Preobrazhenka Territorial Community is located in the Zaporizhzhia Region in the south-eastern part of Ukraine. The total area of the community is 367.14 square kilometers. The community includes 15 population centers.
As of January 01, 2022 the population of the community was 5,796 people.

History
The name of the village comes from the Church of the Transfiguration (Ukrainian “Preobrazhennia”) of the Lord (late 18th century). The popular name is “Lytovske” (English “Lithuanian”) – perhaps there was a part of the Mykytyn fortress at this site, and Lithuanian soldiers served on the border.
The Preobrazhenka territorial community has various interesting sites, including: the Zherebets and Konka rivers, Avrora Garden in the village of Shyroke, the grave of Pavlo Serhienko, a unique bass singer who was born in the village of Preobrazhenka, and an ancient Cossack cross.
Economy and Welfare
There are 162 enterprises on the territory of the Preobrazhenka community.
59 enterprises carry out their activities in the field of agricultural production, 4 engage in retail trade, 1 is focused on transport and communication, and another 1 specializes in the machine-building industry.
The agricultural sector of the community is represented by 9 enterprises, 48 farms, 2 private enterprises, and 567 sole proprietors registered on the territory of the community. Crop production accounts for 90% of agricultural sector. The majority of agricultural producers are engaged in the cultivation of grain crops and sunflower. “Avrora” is the main producer of fruit and berry products. The companies “Spyder” and “OMI” are engaged in animal husbandry.
The manufacturing sector of the territory is represented by one machine-building enterprise – “Production of Reinforced Machinery”, which is engaged in the production of agricultural machinery and spare parts. The enterprise employs 47 people.
The main part of individual entrepreneurs engages in retail trade and provision of services.
The trading network of the community includes 25 trade facilities, including 18 stores, 3 pavilions, 3 gas filling stations and 1 automatic gas filling station.
Most stores carry out retail trade in a mixed group of goods, with food products prevailing. Two stores specialize in non-food items, namely: trade in construction materials and spare parts for agricultural machinery.
The highway of state importance Zaporizhzhia-Mariupol passes through the territory of the community. “Zaporizhzhia-2-Polohy” railway track with the “Orikhovska” station is located at a distance of 4 km from the center of the community – the village of Preobrazhenka.
The community has developed a one-day weekend tour “Trails of the native land”, which includes tourist facilities in the villages of Preobrazhenka, Omelnyk and Shyroke.
Educational services in the community were provided by a school, two branches and a preschool unit with territorially separated groups. A dance club, sports (basketball, football, tennis), music, theater, and applied arts groups worked on the basis of educational institutions. Conditions were created for children with special educational needs.
In October 2017, with the aim of providing high-quality services in the field of culture and attracting the population to participate in cultural and educational events at the community level, the Preobrazhenka Village Council established the communal institution “Preobrazhenka Information and Educational Center for Culture and Leisure”, which included 10 institutions of culture from 5 Starosta-headed districts of the community – 5 village clubs and 5 village libraries.
Community and War
On February 24, 2022, the Preobrazhenka Territorial Community started operating in the state of emergency.
In the first days of the full-scale invasion, the territory of the community was on the line of fire, in the combat zone.
The community now, more than ever before, faces unprecedented challenges due to martial law: the problem of destroyed infrastructure, shortage of human resources, due to the military operations, a significant number of people have left their homes, almost all businesses, shops, cultural institutions have suspended their operations, educational institutions have shifted to online learning.
Cultural institutions, educational institutions, preschools, outpatient clinics, Administrative Services Center, and 85% of private housing have been damaged in the community.
Currently, the Preobrazhenka Village Council and its units are working normally.
People of the Community
Volodymyr Sidun is the head of the Preobrazhenka Village Council.
The main task of the Preobrazhenka community is to provide assistance to the residents of the community who have stayed on the territory. The Preobrazhenka community began to cooperate with international organizations such as the Red Cross, the United Nations, and charitable foundations that provide financial assistance, food kits, water, hygiene kits, household kits, and building materials. A certain number of men joined the ranks of the Armed Forces, stood up to defend their Motherland. The local population actively provides assistance to the Armed Forces in various forms.
Development Strategy
The community has prepared a development strategy that includes the following main areas:
Creation of conditions for investment attraction and business development
- In order to ensure the economic development of the community and increase its level of competitiveness, it is important to attract new investors – both internal and external – in order to create new jobs and increase the level of income of the community residents.
Development of small and medium-sized enterprises
- Creating favorable conditions for the development of small and medium-sized enterprises is one of the priority areas of community policy.
- The promising areas of activity of small and medium-sized businesses in the territory of the community should include: food and processing industry, greenhouse farming, cultivation of garden crops, cultivation of berries, vegetables, beekeeping, fishing, animal husbandry, poultry farming, alternative energy.
Development of infrastructure and high-quality provision of utilities
- One of the important infrastructural problems today remains the need to ensure the implementation of significant scopes of major and current repair works of road infrastructure.
- Provision of centralized and high-quality water supply to the residents of the population centers of the Preobrazhenka United Territorial Community is one of the priority problems which needs to be solved in order to preserve health, improve working conditions and raise the standard of living of the population.
Implementation of energy efficiency and energy saving measures
- To implement this task, it is necessary to continue optimizing the structure of consumption of fuel and energy resources with an increase in the share of alternative types of fuel and renewable energy sources, reduction of consumption of fuel and energy resources by budgetary institutions and the population by stimulating the implementation of energy-saving measures.
Increasing the level of security
- In order to increase the level of safety and security of residents, relieve social tension, prevent crimes, and increase the level of detection of crimes, it is planned to organize a video surveillance system in the population centers of the community.
- In order to comprehensively protect the territory from fires, it is planned to create a voluntary fire brigade in the future.
Provision of conditions for the development of human potential
- Considerable attention is paid to creating conditions for human development in the community. This is the provision of high-quality educational and medical services, as well as the development of culture, youth, gender policy, physical education and sports
Increasing the level of cohesion and social activity of community residents:
- support for democratization and public initiative during management decision-making in the Preobrazhenka United Territorial Community;
- implementing projects initiated by the public;
- increased interest of community residents (including young people) in events and projects implemented on the territory of the Preobrazhenka United Territorial Community;
- introduction of annual reporting of public and advisory bodies working on the territory of the community.
