People of the Community
Valery Shovkaliuk is the Head of the Rozdilna Community.The progressive youth of the Community has joined the Youth Council of the Rozdilna Community. Twenty-five representatives of the body are developing the sports field, are looking for ways to improve the mental health of internally displaced youth, and also give the State Emergency Service a helping hand.
Community and War
On February 24, the residents of the Community, like all Ukrainians, woke up to powerful mass explosions. Since that day, the invaders have not stopped trying to take the Odesa Region under their control, but in response they faced strong resistance from the Ukrainian military defending the borders of Odesa against the enemy.
Since the beginning of the full-scale war, the whole Community has been involved in the processes of volunteering, formation of territorial defence units, assistance to internally displaced persons.In the Community, they collect and transport to the hottest spots of the country the necessary things, foods and organize fundraising for the Armed Forces of Ukraine. The Humanitarian Centre of the Rozdilna Community has been created to properly organize the process.Women and schoolchildren of various ages weave camouflage nets for military units and territorial defence units. Tailoring specialists sewed unloading vests and other items needed by the military.
The men of the Community, without delay, joined the ranks of the Armed Forces of Ukraine and courageously defend the country.
Shelters for kindergartens and schools have also been set up across the Community.
Priorities
Digitalization
The community strives to become a modern digital hub. The primary focus is placed on:
Digital transformation of management: Using tools like the D4M module for decision-making based on real data.
Electronic governance: Expanding the list of services that residents can receive online, minimizing bureaucracy.
Open data: Ensuring budget transparency and reporting, which increases the trust of both residents and international investors.
Energy transition
This is the path to energy security and the saving of budget funds. Priorities include:
Alternative energy: Implementation of solar power plants (SPPs) for critical infrastructure facilities (water utility, hospitals).
Bioenergy: Use of local biomass (agricultural waste) for heating, which is relevant for the agricultural profile of the community.
Energy efficiency: Modernization of networks and thermal modernization of public buildings.
Healthcare services
Focus on human-centricity and inclusion:
Modernization of medicine: Capital repairs of departments.
Rehabilitation: Creating conditions for physical and psychological rehabilitation of veterans and those affected by the war.
Social space: Arrangement of places for inclusive communication and support for vulnerable population groups.
Mobility
Ensuring connectivity between the 50 settlements of the community:
Transport network: Development of municipal transport and social routes for bringing people to the administrative center.
Logistics infrastructure: Updating the fleet of special equipment and improving road quality for fast communication.
Cross-border ties: Utilizing the potential of the border location for the development of transport corridors.
Provision of services in times of crisis
Creating a resilient community:
Civil protection: Arrangement of modern shelters and “Points of Invincibility.”
Continuity of management: Presence of backup communication channels and autonomous power supply (generators, batteries) for all critical institutions.
Crisis response: Preparation of personnel and equipment for the rapid elimination of consequences of emergency events or military threats.
History
The Rozdilna Community is the largest urban territorial community of the region in terms of the number of localities. Its surface area is comparable to the territory of island countries such as Bahrain and Saint Lucia.The Odesa-Kyiv and Odesa-Kyshyniv railways as well as national highways pass through the territory of the Community.
The Rozdilna station is one of the largest and strategically most important railway hubs in Ukraine. This is one of the most powerful transport corridors to European countries.The Saint Nicholas Church built in 1901 is one of the cultural landmarks of the Community.One of the attractions of the Community is the Khadzhybei estuary complex famous for its rich flora and fauna.There is a unique botanical reserve – the Kostianska Balka – in the territory of the Rozdilna Community. It was created on an area of 22.7 hectares in 1993. The species diversity of plants has been preserved in the territory of the reserve, including plants, animals and birds listed in the Red Book of Ukraine and the Red List of the Odesa Region.
Development Strategy
In late 2019, the Odesa National University of Economics drafted the Strategy for the Socio-Economic Development of the Rozdilna United Community until 2025. According to the document, the priority areas of the Community development include:
- Modern transport and logistics infrastructure;
- Support of small and medium-sized businesses and attraction of investments in the real sector of the economy;
- Improvement of public amenities and high energy efficiency;
- Social security and safe living conditions;
- Cultural and educational services and tourism development.
In 2024, the Rozdilna Community is working on the Community Charter draft by improving its wording and structure.Within the framework of the project of the German Society for International Cooperation (GIZ), the Community overhauls medical facilities. Wards in the surgery department are being modernized there; overhauls are drawing to a close for the opening of a call centre in the polyclinic department.
Economy and Welfare
Rozdilna is a small industrial centre in the Odesa Region. Agriculture is well developed in the Community. Sixty-five farms operate in the Community and 41,000 hectares are used for agricultural production.
Winter and spring wheat and barley as well as rapeseed predominate among the locally cultivated crops. Obriy MTS Rozdilna LLC grows agricultural crops and sells its own agricultural products.
The Rozdilna Elevator receiving and storing grain operates in the territory of the Community.
Bioil Universal Ukraine LLC operates in the Community as well. This is an oil press plant located in the territory of the Rozdilna Elevator. Its processing products are: crude vegetable oil, press cake and granulated husk. The capacity of the plant is about 120,000 tons of oilseed processed per year.The Community is rich in raw materials: sand quarries, limestone quarries, clay used for red brick production, water resources.
Enterprises of trade, industry, transport and communications, public catering, household goods, and services in the field of transportation operate in the territory of the Community.
