The Shpykiv Community is situated in the Tulchyn District of the Vinnytsia Region. The area of the community is more than 41.5 thousand hectares

The population of the Community totals 15,408 residents;
and since the beginning of the full-scale invasion of Ukraine by the russian federation, the Community has provided temporary shelter to 1,954 internally displaced persons.

The Shpykiv Territorial Community consists of twenty-seven localities with its centre being situated in the township of Shpykiv. In terms of the number of the localities making up the Community, the Shpykiv Community ranks third in the Tulchyn District.

History

The most striking location of the Shpykiv Territorial Community is the Potocki Manor located on the banks of the rocky South Bug River in the village of Pechera.

Visitors like walking along the alleys of the old park, admire the local nature, enter the Roman Catholic church, and also go down to the burial crypt designed at the request of the owners by world-famous architect Horodetsky (who designed the house with chimeras in Kyiv).

Another location worth paying attention to is the castle of the Polish noble family of Swiejkowski built in 1760 on the banks of the Shpykivka River in Shpykiv.

Railway tracks pass through the territory of the Community. Its emergence in 1871 changed the lives of the local residents and accelerated the development of the area.

Economy and Welfare

The territory of the Community is dominated by agricultural production activities accounting for 80% of the Community’s total surface area of more than 35,000 hectares.

Several large agricultural companies such as Vinnytsia Industrial Group, Zelena Dolyna, Krasne-Agroinvest carry out their agricultural activities in the territory of the Shpykiv Territorial Community.

Ninety-four farms are also engaged in business activities in the territory of the Shpykiv Settlement Territorial Community.

There are eighteen educational institutions functioning in the territory of the Shpykiv Territorial Community attended by 1,866 students.

There is a network of fourteen communal libraries in the Community.

In the territory of the Shpykiv Community, medical services are provided by the Communal Non-Profit Institution “Shpykiv Primary Health Care Centre”, which consists of three outpatient clinics of general practice of family medicine.

In the Community, special attention is paid to the development of social services. The Social Services Centre has been working there since 2018. Also, in 2020, the Children’s Service, which takes care of thirty-five orphans and children deprived of parental care, began to work in the Community.

Specialists of the Centre take care of lonely elderly people. They provide psychosocial support to war victims, veterans, and families of servicemen.

Community and War

Since the first days of the war, the residents of the Community have been defending their Motherland against russian aggression. In today’s difficult conditions, the residents of the Shpykiv Territorial Community come together and actively engage in volunteer activities.

Charity auctions and other events are constantly held in the Community to raise funds for the needs of the military.

Special attention in the Community is paid to helping internally displaced persons.

Community Head

In October 2020, Mykola Kryvotsiuk was elected Shpykiv Settlement Council Head.

Prior to that, he was a counsellor of the Rakhny-Lisovi Village Council for three convocations.

Development Strategy

The Community has formed a development strategy until 2030. The main areas of its strategic development include:

  1. Community support for investment and business development: creation of favourable conditions for the development of local small and medium-sized businesses given the availability of significant land resources in the Community, which will contribute to the development of the agro-industrial complex and attract investments to the Community. In general, an increase in the number of enterprises is planned, which will ensure a decrease in unemployment and higher revenues to the local budget.
  2. Community for comfortable living with energy-efficient and environmentally friendly infrastructure – it is necessary to implement energy management measures and apply energy-saving technologies in the communal facilities of the Community; this strategic area aims to create conditions for comfortable and safe living in harmony with nature, with developed infrastructure and energy-saving technologies.
  3. Community of high-quality education, medicine and a diverse cultural environment – creation of conditions for the provision of high-quality medical and educational services, the realization of the cultural needs of the Community residents. The section provides for the creation of conditions for the harmonious coexistence of different cultures and religions based on tolerance and mutual understanding.
