The Stavchany community is located in the Chernivtsi region in the western part of Ukraine. The total area of the community is 75,827 sq km. The Stavchany community includes 5 rural population centers.

As of January 1, 2024, the population of the community was 6,448 people.

History

The administrative center is the village of Stavchany. The first mentions of the village date back to 1572.

The most famous landmark of the community is the manor estate in the village of Khlivyshche. The palace of Otto and Lisa Goldner was built in the second part of the 19th century, when Bukovyna was under the rule of Austria-Hungary. Currently, the estate is home to the Khlivyshche general secondary education institution of the 1st and 2nd levels.

In addition to the palace, there are 5 Orthodox churches in the community which are more than a hundred years old and constitute monuments of local importance.

Economy and Welfare

Stavchany is an agrarian community. More than 83% of the territory is occupied by agricultural lands. 6 agricultural and 7 farming enterprises successfully operate here. In total, 46 enterprises and institutions, as well as 229 individual entrepreneurs, are located on the territory of the community.

The main activities of agricultural enterprises are the cultivation of grain, legumes, oil crops, and fish farming. The main product structure of exports is crop production, namely: grain crops.

On the territory of the Stavchany community, there are about 548 hectares of ponds for the cultivation of freshwater fish, which are leased by various legal entities and individuals. This industry is probably the most promising for the development of the community, however, it also requires significant capital investments.

There are 30 stores, 10 household service establishments, and 7 public catering enterprises for a comfortable life in the community.

The network of educational institutions is also well developed. The Stavchany community has 4 schools seating 606 students, 5 kindergartens seating 164 children, as well as the Stavchany School of Arts Communal Institution, where 53 children study.

The community spends most of the local budget on the education sector.

Medical services for the population in the community are provided by the Stavchany dispensary of general practice of family medicine and 4 health centers in other villages – Maliatyntsi, Khlivyshche, Shyshkivtsi, and Yuzhynets.

The cultural needs of the community’s residents are provided by the communal institution “Centre of Culture and Leisure”, cultural centers in the villages of Maliatyntsi, Shyshkivtsi, and Yuzhynets, and the village club in the village of Khlivyshche. Various competitions, festive events and concerts often take place here.

For several years in a row, a lavender field has been blooming in the community, where residents of the entire region come to relax and take beautiful photo sessions.

Community and War

From the first days of the Great War, the residents of the Stavchany community went to defend their Motherland from russian aggression. Currently, about 150 men defend Ukraine in the ranks of the Armed Forces of Ukraine. To date, 5 servicemen are missing and 14 have died fighting for Ukraine.

Those residents of the community who cannot fight on the front line today join various volunteer organizations and help the Ukrainian military by working on the home front.

During the period of the active phase of the war from February 2022, about 200 displaced persons from other regions were received on the territory of the Stavchany Village Council. They were accommodated in private houses of community residents, who sheltered, warmed, and fed people free of charge.

Residents of the community actively help the army: they weave camouflage nets, repair cars, prepare delicious food and pastries to be further sent to the front.

The community also gave its bus to cater for the needs of the army. People are constantly donating money to buy things needed on the front line.

People of the Community

Stavchany Village Head Roman Rusnak was first elected to the post in 2000. Since then, he has been re-elected to the post of Village Head 5 times. He has been a permanent Village Head since the establishment of the Stavchany United Territorial Community.

The community had a problem related to the lack of a sports ground at the Stavchany school. Thanks to the efforts of the head of the community, co-financing was found for the implementation of the project. Many more different activities were carried out by the Head to improve the life of people in the community.

Development Strategy

The main strategic goals of the Stavchany community are as follows:

  1. An economically capable community
  2. A community open to people
  3. A community with developed and energy-efficient infrastructure, comfortable and safe living, friendly to the environment.

The Stavchany community is open to investors and to permanent international relations with the communities of other countries. There is potential and opportunity for investment and profit.
