Tairove Territorial Community
The Tairove Territorial Community is located in the south-eastern part of the Odesa Region, seven kilometres from the city of Odesa and the centre of the Odesa District. The Tairove Settlement Council includes four settlements. Its administrative centre is the settlement of Tairove.
The area of the community is 39.9 km².
As of 01 January 2023, the population of the community was as follows:
Population: 21,921 residents
Children: 4,893 residents
Pensioners: 3,921 residents
There are 8,073 internally displaced persons in the Tairove Community accounting for almost 37% of the registered population of the community:
Children: 1,495 people
Pensioners: 1,947 people
There are 356 people with disabilities.
History
The history of the lands and settlements that are part of the Tairove Community is interesting, varied and moving. Many farms appeared in this area during the time of the Cossacks. Sea coast, steppe air, a warm summer and a short winter, picturesque landscapes, fertile soil. And there is an estuary nearby, which was called Sukhy (meaning dry) by the Cossacks because it often dried up as a result of the summer heat.
Every year on October 14, i.e. on the Holiday of the Intercession of the Holy Mother of God and the Defender of Ukraine Day, Tairove – the administrative centre of the united territorial community – celebrates its birthday. The date of its foundation is 1909. It was then that outstanding winemaker Vasyl Tairov established an experimental farm on the eastern shore of the Sukhy Estuary and the southern outskirts of Odesa. Currently, it is the National Scientific Centre “V. Ye. Tairov Institute of Winemaking and Viticulture”.
The rapid development of and construction in the territories began after Ukraine regained its independence. This happened, first of all, due to global trends regarding the expansion of the market for the construction of suburban individual housing.
Economy and Welfare
The economy of the community mainly consists of trade and production activities. The agricultural sector specializes in the cultivation of cereals, technical crops and grapes. Also the most promising branches of the community’s economic life include construction and production of building materials, food and processing industry.
It is a recognized scientific research centre for viticulture, cultivation of new grape varieties and winemaking, which started its activities back in 1905. Its close location to the tourist centre of the city of Odesa makes it possible to join the system of enogastronomic tourist and recreational routes “Roads of Wine and Taste of Ukrainian Bessarabia”.
Festivals are traditionally held every year at the institute to promote the products of viticulture and winemaking: in the spring – the festival “Live Wine of Ukraine”, in the summer – the festival of table grapes “Grape Kaleidoscope”; moreover, a museum of the history of viticulture and winemaking of Ukraine was created there to promote and help people learn more about the Odesa area, about the wine industry, in order to develop the culture of wine consumption.
The Tairove Arboretum horticultural art park was created In December 2021.
The presence in the territory of the community of the sea coast, sources of mineral water, healing mud, salt, oil creates conditions for declaring this recreational and tourist zone a climatic and balneological resort.
There is one preschool education institution, two general secondary education institutions, and one out-of-school education institution in the territory of the Tairove Community. At the same time, the community’s network of educational institutions needs expansion given the number of residents and the rapid development of the community’s settlements.
One of the main principles of the work of educational institutions is the discovery of children’s giftedness in the learning process.
By order of the head of the Tairove Settlement Council, gifted and talented children of the Tairove educational institution receive monthly scholarships.
The Tairove Art School conducts training in various artistic and musical areas. The community also has the Culture and Leisure Centre, which organizes cultural and educational events.
The pupils attending the centre regularly participate in Ukrainian national and international festivals, contests and win prizes there.
Considerable attention is also paid to sports education of youth. The community runs the Tairove Sports Club, where children practice various sports, including rowing, athletics, and martial arts.
Community and War
From the very beginning of the war and until today, the Tairove Settlement Council has organized a meeting of internally displaced persons and provides comprehensive support. Today, more than 8,000 displaced persons are registered in the community.
Separately, it is necessary to note the work with nongovernmental organizations (world central kitchen, UN, Divchata NGO, NRC, Vira, Nadiia, Liubov NGO), which provide daily support through the humanitarian stocks. Thanks to this, people receive food, hygiene kits and clothing.
The Two Colours volunteer organization works in the community and immediately joined forces to weave nets and help the military.
People of the Community
The head of the Tairove Settlement Council, Khasaev Tymur, has been in office since 2020.
He constantly keeps under his personal control the issue of aid and supports the initiatives of volunteers. From the first days of the war, he participated in street patrols with local residents. He repeatedly initiated the issue of aid to the military in the form of allocation of additional funds to meet their needs.
The Tairove Settlement Council actively helps the Armed Forces of Ukraine. Necessary medical equipment worth ten million hryvnias was purchased from the budget for the military hospital; five drones for the military and additional equipment for those on the front line were also purchased. At the last session, an additional amount of fifteen million hryvnias were allocated in support of the Armed Forces of Ukraine.
Development Strategy
The Sustainable Development Strategy of the Tairove Community for 2021-2030 was approved in 2021.
In order to achieve the desired vision based on the competitive advantages of the community, four areas of the community development were defined:
- Ensuring economic development;
- Increasing the social standards of life of the population;
- Creating a comfortable and safe living space;
- Increasing the effective management system of territorial community.
Important strategic objectives include:
- developing the structure of educational institutions and improving their material and technical condition;
- developing and modernizing the primary health care system
- developing modern sports infrastructure for a healthy lifestyle
- increasing the level of social services and social security of the population
- implementing a complex of measures for the support and integration of IDPs
