Vanchykivtsi Territorial Community
The Vanchykivtsi community is located in the Chernivtsi region in the western part of Ukraine. The total area of the community is 170.2 square kilometers.
The Vanchykivtsi community includes 7 rural population centers and is located in the southeastern part of the Chernivtsi region, on the left bank of the Prut River, bordering Romania in the south.
As of January 1, 2023, the population of the community was 14,973 people.

History
The community administrative center is the village of Vanchykivtsi, the first mentions of which are dated back to 1385 or 1435 according to two different versions.
The community is multinational, the majority of the population here consists of ethnic Romanians, Ukrainians, Jews, Russians and other ethnicities.
Economy and Welfare
The development of small entrepreneurship plays a significant role in the economy of the Vanchykivtsi territorial community. There are more than 350 enterprises and 1,143 registered economic entities operating in the community, of which 804 units are active.
The industrial complex of the Vanchykivtsi village community is represented by enterprises of the food industry, building materials and furniture production.
The products of the community’s enterprises are present in the shops of the district, region and beyond.
The national highway N-10 Stryi – Ivano-Frankivsk – Chernivtsi – crossing point Mamalyha passes through the territory of the community. It also has railway connection. This is an important factor in tourism development and investment attraction.
The population of the community has a high rate of coverage of professional and higher education, which means the availability of qualified specialists.
The energy sector is also developed here – Western Ukraine’s largest solar power plant, SPP Ecotechnik-Tarasivtsi SPP with a capacity of 58.78 MW is located on the territory of the Vanchykivtsi community.
Commissioned in 2019, it occupies an area of 108 hectares of land. A total of 210,000 solar panels have been installed, with a length of 2.5 km. Such a power plant guarantees energy independence of the community.
A power plant was erected on wetlands unsuitable for agriculture. This project clearly shows how even seemingly unattractive but available resources can be effectively used.
There are 4 institutions of general secondary education operating on the territory of the Vanchykivtsi community, including 4 lyceums. The Vanchykivtsi Lyceum has branches on the basis of the Zhylivka, Shcherbyntsi and Forosna educational complexes.
Education in the community focuses on the needs of pupils. Therefore, there are pupils who study according to individual and inclusive forms of education.
The communal property of the community includes the Children’s Health Camp “Kalynka”, the Novoselytsia Interschool Vocational Training Facility and the Kostychany Music School with branches in Vanchykivtsi and Cherlenivka.
5 ambulatory polyclinic type primary medical care institutions are actively operating in the community.
There are also 4 communal village clubs and 3 cultural centers in the community.
Also, the local New Year and Christmas traditions and rites festival “Winter Meetings” was launched in the community. In addition, the community hosted the 2nd stage of the Instrumentalist Toadar Kaptar International Festival-Competition of Romanian Music.
Community and War
The full-scale invasion brought changes to the life of the community. Capital expenditures that were supposed to be financed in 2022 have ceased and projects that were planned to be completed have not been implemented. Instead, all attention has shifted to helping the Armed Forces of Ukraine and internally displaced persons.
Delivery of humanitarian aid to the front line was organized in cooperation with local volunteers and simply caring residents of the community.
The majority of the aid came from workers from Italy and Portugal, charitable organizations “Rotary Club International”, “Rotary Club Chernivtsi”, “Syla Liudyny”, BF “Hippocrates”, the UN Refugee Agency, humanitarian headquarters “Olympia”, “Inovys Logistic Spa” and Adel Mamdouh personally, Bukovyna Community Development Agency, Red Cross and Crescent Society, Nikka charity organization.
In general, during the full-scale invasion, the Vanchykivtsi community and the village council, in addition to humanitarian aid, purchased 14 gasoline generators, military clothing, 14 radio stations, 50 lanterns, 13 SUVs, 6 passenger cars, 5 buses, 10 heavy-duty trucks, 1 four-wheel drive minibus for the Ukrainian military.
People of the Community.
Volodymyr Lupoi, the head of the village of Vanchykivtsi, was first elected to the post in 2016. Since then, he has been re-elected twice. He has been the permanent head of the village since the beginning of the creation of the Vanchykivtsi territorial community.
The head of the village personally handed over three drones for the needs of the Armed Forces of Ukraine.
The community is rich in famous people in various fields: artists, folk craftsmen, writers, sportsmen and scientists.
One of these in our time is a fighter of the Chernivtsi unit of the National Guard of Ukraine, senior soldier Ivan Kurelaru – World Cup champion and five-time champion of Ukraine in MMA mixed martial arts.
Development Strategy.
The basis of the effective activity of the Vanchykivtsi community is strategic planning of its activities. On February 16, 2024, the village council approved the Community Development Strategy by decision of the session.
The main strategic goals of the community include as follows:
- Creating conditions for the development of entrepreneurship, the application of innovations, the spread of organic farming, and the use of transit and logistics opportunities;
- Formation of a cohesive territorial community of socially active and responsible citizens;
- Development of local infrastructure to increase the level of services, comfort and safety of life, work, recreation and sports
Proximity to the border contributes to international relations not only on the official, but also on the interpersonal level
